Parnell Street, Dublin, looks Filthy?

Don't you think Dublin Corporation seriously needs to address the state of Parnell Street ? And Moore Street and Dorset Street. Ok, so the immigrants have taken them over but honestly, they are filthy looking and in dire need of attention and how anybody can buy fast food from the antiquated and tired , dirty looking shops and premises is beyond me. If they want to turn these streets into little China or Africa at least make them look appealing and clean.
