Good stores for smaller teens to shop at?

Okay, I'm 4'10 and I'm a little bigger on the bottom (thighs) and im a 00-0 in jeans. I'm really getting sick and annoyed with abercrombie and hollister and gilly hicks because I'll buy something, and go to school and everybody will be wearing it. I like forever 21 though. I want cheaper stores that have clothes that will fit somebody like me. I'm open to lots of different styles I like lace and ruffles and florals as long as they don't look like an old lady pattern. I love love love dresses as long as their more casual so I can wear them to school!(:
